I have read Gavin DeBecker's book "The Gift of Fear" (very highly recommended by law enforcement people). This was followed by his book "Protecting the Gift" about protecting children. De Becker say children CANNOT protect themselves, they must be protected by adults.
So that means choose your child's school carefully, and babysitters, playmates, etc.
Of course, part of growing them up is teaching them to take care of themselves, including these personal safety things.
